    "membership": "Publication and collaboration membership uses the same primary-subfield list. Talent membership uses at least 25% of stored top-five topic counts in that list. These are different observational units, never added together.",
    "overlap": "Sectors and applications may overlap. Never sum their publication, researcher or multi-label award counts as a statewide total.",
    "validation": "Sector boundaries require outside coding and stakeholder review. Fixed broad/narrow variants expose classification sensitivity; they do not assert comprehensive coverage of the TEConomy sectors.",
